Resumo:
O texto apresenta uma análise dissertativa sobre a implementação da Meta 6 do Plano Municipal de Educação que legitimou a Meta 6 estabelecida no Plano Nacional de Educação (PNE 2014-2024) e assumiu a responsabilidade em termos municipais, por meio de dez estratégias para a consecução relativa à ampliação da educação em tempo integral. De acordo com a Constituição Federal de 1988 a educação é um direito social. Partindo deste pressuposto, é função do Estado garantir e efetivar as demandas sociais preconizadas por meio de políticas públicas com o intuito de garantir o direito à educação. Assim, a educação integral legitima-se como uma dessas políticas concebidas intencionalmente para resguardar tal direito. Nesta perspectiva, esta pesquisa objetivou analisar a implementação da política indutora de educação integral (Meta 6- PME), com centralidade nas ações desenvolvidas pela Secretaria Municipal de Educação de Santarém-PA, no período de 2015 a 2018. A escolha por esse período deu-se devido o início da vigência do Plano Municipal de Educação (PME 2015-2025), aprovado pela Lei n° 19.829, de 14 de julho de 2015. O objeto de estudo foi as políticas públicas de educação do munícipio de Santarém-PA. Disserta-se sobre a educação integral e suas concepções teóricas, apresentando o contexto histórico das experiências concretizadas no Brasil, além dos dispositivos legais da educação integral e dos programas federais que foram criados com o intuito de induzir políticas de tempo integral para o Ensino Fundamental nos últimos anos, com base nos autores Cavaliere (2002; 2007); Moll (2010), Coelho (2009), de Santos (2016), Azevedo (2004), Saviani (2014; 2016), dentre outros. Aprofundamos os estudos sobre políticas públicas e as políticas públicas educacionais em seus aspectos gerais, compreendendo a educação integral à luz do ciclo de políticas, além de compreender o marco regulatório das políticas educacionais brasileiras: a Constituição Federal de 1988 e a Lei de Diretrizes e Bases da Educação, Lei n° 9.394/96, apresentando o Plano Nacional de Educação (PNE), com foco na Meta 6, que trata da educação em tempo integral e suas estratégias, apresentando a atual conjuntura da educação, com o impacto do corte de gastos ocasionado pela Emenda Constitucional de n° 95. Isso tangencialmente atinge e limita a implementação de políticas educacionais que abrangerão o período de vigência do PNE. A metodologia utilizada foi a pesquisa documental compreendendo as fases de coleta de documentos e a análise, definindo como categorias: financiamento e infraestrutura da educação em tempo integral. Os resultados apontam que a SEMED desenvolve dois moldes de ampliação da jornada escolar: alunos em tempo integral por meio de programas federais, objetivando a complementação da formação no contraturno escolar, inicialmente com o Programa Mais Educação e posteriormente com o Programa Novo Mais Educação, além de possuir as escolas municipais de atendimento complementar: Escola da Floresta, Escola de Educação Ambiental do Parque e a Escola de Artes Prof. Emir Hermes Bemerguy; e possui duas escolas de tempo integral: Escola de Tempo Integral Frei Fabiano Merz, na região urbana e Escola de Tempo Integral Irmã Dorothy Mae Stang, na região de campo. E sobre o Plano Municipal de Educação de Santarém estabeleceu-se na Meta 6 que concerne sobre à educação em tempo integral dez estratégias, sendo que cinco estratégias foram consideradas realizadas, porém, essa Meta ainda é um desafio para sua consecução, tanto no âmbito nacional como no município de Santarém, sobretudo, por conta da condição estrutural das unidades escolares da rede municipal, bem como pela falta de recursos para fazer as adequações nas escolas e atender os alunos, assim como também pela falta de construção novas escolas no município, aparelhadas para a oferta da educação em tempo integral.
Abstract:
The text presents a dissertative analysis on the implementation of Goal 6 of the Municipal Education Plan that legitimized Goal 6 established in the National Education Plan (PNE 2014-2024) and assumed responsibility in municipal terms, through ten strategies for achieving it on expanding full-time education. According to the 1988 Federal Constitution, education is a social right. Based on this assumption, it is the role of the State to guarantee and implement the social demands advocated through public policies in order to guarantee the right to education. Thus, comprehensive education is legitimated as one of those policies designed intentionally to safeguard such right. In this perspective, this research aimed to analyze the implementation of the inductive policy of integral education (Goal 6- PME), with centrality in the actions developed by the Municipal Education Secretariat of Santarém-PA, from 2015 to 2018. The choice for this period was due to the beginning of the Municipal Education Plan (PME 2015-2025), approved by Law N° 19.829, of July 14, 2015. The object of study was the public education policies of the municipality of Santarém-PA. A dissertation on integral education and its theoretical conceptions is presented, presenting the historical context of the experiences carried out in Brazil, in addition to the legal provisions of integral education and the federal programs that were created in order to induce full-time policies for Elementary Education in recent years, based on the authors Cavaliere (2002; 2007); Moll (2010), Coelho (2009), de Santos (2016), Azevedo (2004), Saviani (2014; 2016), among others. We deepened the studies on public policies and educational public policies in their general aspects, including comprehensive education in the light of the policy cycle, in addition to understanding the regulatory framework of Brazilian educational policies: the 1988 Federal Constitution and the Law of Guidelines and Bases of Education, Law N° 9.394/96, presenting the National Education Plan (PNE), focusing on Goal 6, which deals with full-time education and its strategies, presenting the current conjuncture of education, with the impact of cutting expenditures caused by Constitutional Amendment N° 95. This tangentially affects and limits the implementation of educational policies that will cover the PNE's validity period. The methodology used was documentary research comprising the phases of document collection and analysis, defining the following categories: financing and infrastructure for full-time education. The results show that SEMED develops two ways of expanding the school day: full-time students through federal programs, aiming at complementing training in the school day, initially with the Mais Educação Program and later with the Novo Mais Educação Program, in addition to to have the municipal schools of complementary service: Escola da Floresta, Escola de Educação Ambiental do Parque and Escola de Artes Prof. Emir Hermes Bemerguy; and has two full-time schools: Escola de Tempo Integral Frei Fabiano Merz, in the urban region and Escola de Tempo Integral Irmã Dorothy Mae Stang, in the countryside. And about the Municipal Education Plan of Santarém, Goal 6 was set for 10 full-time education strategies, five of which were considered accomplished, however, this Goal is still a challenge for its achievement, both at the national level as in the municipality of Santarém, mainly due to the structural condition of the school units of the municipal network, as well as the lack of resources to make adjustments in schools and serve students, as well as the lack of construction of new schools in the municipality, equipped for the provision of full-time education.
