Resumo:
O aumento da emissão de gases do efeito estufa (GEE) vem causando mudanças
climáticas globais. Mitigação e adaptação dos efeitos climáticos exigem estimativas de
emissões de GEE acuradas e em uma escala de aplicação local. As incertezas
relacionadas às atuais estimativas das emissões por mudança de uso da terra são
principalmente devido à não inclusão de impactos decorrentes de incêndios florestais, à
escala espacial adotada nas medidas de área desmatada e ao estoque de carbono contido
na biomassa florestal. Neste estudo foi traçada uma estratégia para melhorar as
estimativas de emissões de GEE para a atmosfera em Roraima, norte da Amazônia
brasileira, aumentando a resolução espacial para detecção dos desmatamentos e dos
incêndios florestais, além de ajustes nos estoques de biomassa / carbono em sistemas
florestais. Todas estas variáveis foram integradas na forma de cenários de emissões de
GEE tomando como base o período de 2000 a 2010 (dados observados), e simulados em
quatro cenários ao longo do período de 2011 a 2050 (preditos). A área geográfica que
serviu como área focal do estudo foi inclusiva para todos os sistemas florestais sem
qualquer tipo de proteção ambiental, e excludente para sistemas não florestais (savanas
e campinas), cursos d‘água, unidades de conservação e terras indígenas. Todos os
desmatamentos e incêndios florestais de sub-bosque verificados na área focal foram
mapeados anualmente (resolução ≥ 1 ha) utilizando como referência imagens de satélite
Landsat TM/ETM entre os anos de 2000 a 2010. As ocorrências de desmatamentos e
incêndios florestais foram distintas por zonas fitoclimáticas, aqui definidas como
regiões de grupos de florestas distribuídas por distintos tipos climáticos reconhecidos
para Roraima. Testes estatísticos foram providenciados para a avaliação dos efeitos das
zonas fitoclimáticas na magnitude e na frequência de áreas desmatadas e incendiadas
anualmente, e nos estoques de biomassa/carbono. Os desmatamentos não foram
distintos pelas zonas fitoclimáticas, mas os incêndios florestais foram
significativamente maiores na zona caracterizada pela presença de florestas sazonais e
ecótonos distribuídas em áreas de maior déficit hídrico. Na modelagem da
espacialização do estoque de biomassa florestal original (viva+morta; acima+abaixo do
solo) foi utilizada a base de inventários florestais de volume comercial de madeira
disponível para o Estado. A biomassa foi quantificada no nível de fitofisionomias
florestais (grupos florestais) e uso da terra, e espacializada por técnicas de
geoestatística. Biomassa foi distinta entre grupos florestais e uso da terra, onde TI e UC
podem cumprir um importante papel de mitigação dos efeitos do aquecimento global
devido ao grande estoque de biomassa presente em seus limites. As estimativas das
emissões de GEE (CO2, CH4 e N2O) para a atmosfera foram realizadas utilizando a
abordagem do balanço anual. No período inicial (2000-2010) foi observado que as
maiores emissões aconteceram em anos de El Niño (fortes secas), desencadeando a
ocorrência de grandes incêndios florestais. Na estimativa de emissões do período
seguinte (2011-2050), o cenário de governança (MT-GOV) simulou o controle do
desmatamento conforme compromisso assumido pelo Brasil em 2009 em Copenhagen
reduzindo as taxas de desmatamento em 80% da linha de base de 2005. As emissões de viii
GEE também foram reduzidas na mesma proporção. O cenário ―negócios como sempreintermediário‖
(MT-BAU-i ou Business As Usual-i), simulou o aumento no
desmatamento e emissões de GEE em função do aumento da migração para o Estado
devido a reconstrução e asfaltamento da BR-319 (Porto Velho-RO - Manaus-AM). Por
outro lado, os cenários RD-GOV (governança) e RD-BAU (negócios como sempre),
simularam o crescimento continuo do desmatamento e emissões de GEE em função do
crescimento da atividade agropecuária sobre as áreas de floresta. O cenário RD-GOV
utilizou apenas 50% do valor das taxas de crescimento do gado e da agricultura utilizada
pelo RD-BAU. O cenário RD-BAU foi o de maior emissão de GEE entre todos os
cenários, simulando o crescimento desordenado da atividade agropecuária. A partir dos
resultados observados no intervalo 2000-2010 e dos cenários de emissão de 2011 a
2050, conclui-se que as maiores emissões de GEE estão relacionadas com a zona
fitoclimática de maior déficit hídrico e com presença de grupos florestais sazonais e
ecótonos. Esta zona é a mais próxima de Boa Vista (capital de Roraima) e concentra os
maiores índices populacionais. Os cenários também indicaram que a zona fitoclimática
de menor déficit hídrico, dominada por grupos florestais ombrófilos, dependerá das
decisões tomadas pelo governo estadual para aplicação de políticas públicas de
contenção e controle do desmatamento, para reordenamento fundiário e da atividade
agropecuária no Estado. O rearranjo da política agrícola estadual está diretamente ligado
ao impacto da reabertura da BR-319 para o sul de Roraima, que deverá provocar um
substancial aumento populacional e um consequente aumento da demanda por terras. O
refinamento da escala de trabalho para detecção de áreas desmatadas, a inclusão dos
incêndios florestais e os ajustes nos cálculos de estoques de biomassa/carbono foram
importantes para melhoria das estimativas de emissão de GEE dentro dos quatro
cenários propostos neste estudo. Os resultados aqui apresentados fornecem um melhor
embasamento para tomadas de decisões que devem ser realizadas pelo poder público
local e federal.

Abstract:
GREENHOUSE GAS EMISSION SCENARIOS FOR THE RORAIMA STATE,
BRAZIL (2000-2050)
The increased of greenhouse gas (GHG) emission is causing global climate change.
Mitigation and adaptation of climate effects require accurate GHG emissions estimates
in a local application scale. Uncertainties related to the current estimates of emissions
from land use change are mainly due to the exclusion of understory forest fires
emissions, the spatial scale used in the measurements of deforested area and the carbon
storage in forest biomass. This study has a proposal improve estimates of GHG
emissions to the atmosphere in Roraima, northern Brazilian Amazon, increasing the
spatial resolution for the detection of deforestation and forest fires, as well as
adjustments in the calculation of biomass/carbon stocks in forest ecosystems. All of
these variables were integrated into scenarios of GHG emissions assuming values
observed in the period 2000 to 2010 to simulate four scenarios over the period of 2011
to 2050 (predicted values). The geographical area that was focus of this study in
Roraima was inclusionary for all forest systems without any environmental protection,
and exclusionary to non-forest systems (savannas and oligothrophic grasslands), water
courses, and protected areas (conservation units - CU and indigenous lands - IL). All
deforestation and understory forest fires observed in the focal area were year-to-year
mapped (resolution ≥ 1 ha) using as reference Landsat TM / ETM images between the
years 2000-2010. Occurrences of deforestation and forest fires were distinguished by
phytoclimatic zones, defined here as regions containing forest groups established in
different climatic types occurring in Roraima. Statistical tests were performed to the
evaluation of the effects of phytoclimatic zones in the magnitude, annual frequency of
deforested and forest fires areas, and biomass/carbon stocks. Total deforestation area
was not distinguished by phytoclimatic zones, but forest fires were significantly higher
in the zone characterized by the presence of seasonal forests and ecotones distributed in
areas of higher water deficit. In the modeling the spatial distribution of the stock of
original forest biomass (live + dead, above + below ground) was used a base of forest
inventories of timber volume available for the state. The biomass was quantified at the
level of forest types (forest groups) and land use, and spatialized using geostatistical
techniques. Biomass (Mg ha-1) was different among forest groups and land use, where
IL and CU may play an important role in mitigating the effects of global warming due
to the large biomass stock within its boundaries. Estimates of GHG emissions (CO2,
CH4 and N2O) to the atmosphere were performed using the approach of the annual
balance. In the initial period (2000-2010) was observed that the highest emissions
occurred in El Niño years (droughts), triggering the occurrence of large forest fires. In
the emissions estimated for the following period (2011-2050), the scenario of
governance (MT-GOV) simulated the control of deforestation committed by Brazil in
2009 in Copenhagen (reducing deforestation rates by 80% from baseline 2005). GHG
emissions were also reduced in the same proportion. The "business as usual-x
intermediate" scenario (MT-BAU-i or Business As Usual-i), simulated the increase in
deforestation and GHG emissions due to increased migration to the state because of the
reconstruction and paving of BR-319 (Porto Velho-RO to Manaus-AM). On the other
hand, the scenarios RD-GOV - governance and RD-BAU - business as usual, simulated
the continued growth of deforestation and GHG emissions due to the growth of farming
on forest areas. The RD-GOV scenario used only 50% of the growth rates of livestock
and agriculture used by RD-BAU. The RD-BAU was the largest GHG emissions
scenary when compared to all other, simulating uncontrolled growth of farming. Taking
into account the results of 2000-2010 interval and the results of emission scenarios from
2011 to 2050, it is concluded that the higher GHG emissions are related to
phytoclimatic zone characterized by water deficit and presence of seasonal forests and
ecotones. This area is closest to Boa Vista (capital of Roraima) and concentrates the
majority of the state population. The scenarios also indicated that phytoclimatic zone
with lower water deficit, dominated by Ombrophilous forest groups, will depend on the
decisions taken by the state government for implementation of public policies of
containment and control of deforestation, with the intention of rearrangement of
agricultural activity in the state. The rearrangement of the state's agricultural policy is
directly linked to the impact of the reopening of the BR-319 to the south of Roraima,
which should cause a substantial increase in population and consequent increase in
demand for land. The refinement of the work scale for detection of deforested areas,
including forest fires and adjustments in the biomass/carbon stocks calculation were
important to improve GHG emissions estimates for the four scenarios proposed in this
study. The results presented here provide a better basis for making decisions that should
be made by local and federal government.
