Resumo:
Os objetivos gerais desta pesquisa foram identificar as representações sociais de integrantes de Conselhos Municipais de Direitos dos Idosos (CMDIs) sobre a preparação para velhice, bem como o contexto de enunciação das representações, analisando seus aspectos estruturais e identificando possíveis elementos que compõem a zona muda dessas representações sociais. Como objetivos específicos buscou-se identificar o índice de centralidade e comparar os elementos normativos e contra normativos identificados na estrutura das representações sociais. A pesquisa articulou três estudos: o primeiro de revisão e os dois últimos empíricos foram fundamentados na Teoria das Representações Sociais. Inicialmente apresentou-se revisão de literatura sobre políticas públicas para população idosa. Realizou-se levantamento de artigos publicados em periódicos científicos indexados em bases de dados nacionais e internacionais, sem inclusão de recorte temporal, a partir dos descritores: políticas públicas no singular e no plural, e ainda idoso ou velhice ou envelhecimento nos idiomas inglês e português brasileiro. Foram selecionados 57 artigos disponíveis na íntegra em periódicos científicos, com princípio de análise aos pares e às cegas, e que apresentavam os descritores de busca no título. Os conteúdos dos artigos selecionados foram categorizados em quatro temas de conhecimentos: teóricos internacionais, práticos internacionais, teóricos nacionais e práticos nacionais. Considerou-se que a produção e divulgação de conhecimentos sobre o envelhecimento é, relativamente, nova no Brasil e deve ser incentivada. Além disso, embora seja consenso que as políticas públicas para o idoso envolvam diversas dimensões, a área da saúde predomina nas produções analisadas. Desse modo, sugere-se maior aprofundamento sobre o tema preparação para velhice nos âmbitos individuais e das políticas públicas. O segundo estudo buscou identificar as representações sociais formuladas nos discursos dos conselheiros sobre a preparação para velhice e o seu contexto de enunciação. Participaram 36 conselheiros de quatro municípios da região oeste da Grande São Paulo de ambos os sexos, com idades entre 20 e 80 anos. Para a coleta de dados foram utilizados questionário sociodemográfico e entrevista semiestruturada. Os dados foram analisados por meio da estatística descritiva e da Classificação Hierárquica Descendente, com o apoio dos softwares Statistical Package for Social Sciences (SPSS) e Interface de R pour analyses Multidimensionnelles de Textes et de Questionnaires (IRAMUTEQ). Os resultados apontaram no âmbito individual a preocupação de prepararem-se nos cuidados individuais e sociais, para doenças, para a morte, para resiliência, para aposentadoria, e ainda sugere-se a criação de programas de preparação para a velhice. No âmbito coletivo destacou-se a preocupação com a longevidade, a qualidade de vida e a dificuldade de mobilidade física que resulta no isolamento social. Na compreensão do contexto da pesquisa identificou-se a dinâmicas e diretrizes para atuação no CMDI. Considerou-se que apesar dos conselheiros terem como função fiscalizar e regularizar políticas públicas efetivas para a população idosa, eles deparam-se com dificuldades para exercerem plenamente suas funções. O terceiro estudo buscou identificar a organização interna dos elementos que compõem as representações sociais de 72 participantes da pesquisa sobre a preparação para velhice e sobre o próprio
CMDI, estabelecendo o índice de centralidade e os possíveis elementos que compõem a zona muda destas representações. Desta vez, a pesquisa foi realizada em CMDIs de seis municípios da região oeste da grande São Paulo. Utilizou-se a abordagem estrutural das representações sociais, analisando evocações coletadas a partir dos termos indutores: preparação para velhice e conselho municipal do idoso, pela técnica de evocação livre de palavras hierarquizada em situação normal e de substituição. Os dados foram analisados pela Análise Prototípica, novamente com apoio do software IRAMUTEQ e pelo Índice de Centralidade de Representações Sociais a partir de Evocações (INCEV). Confirmou-se a centralidade sobre a preparação para velhice no elemento saúde na situação normal e na situação de substituição o mesmo foi considerado um elemento periférico sobreativado. Na periferia comum destacou-se a possibilidade de uma zona muda que negativiza, não aceita e não reconhece o próprio envelhecimento. Neste cenário, apesar do CMDI ser normativamente um órgão de direito, a possibilidade de uma zona muda o aponta como um órgão de denúncias, ineficiente, desconhecido, que precisa de melhor planejamento e reorganização para efetivar os direitos do público idoso. Considerou-se a necessidade de fomentar a capacitação dos conselheiros, bem como a implementação de políticas públicas que possibilitem a dedicação plena destes atores na causa da população idosa. Finalmente foram apresentadas as considerações finais de toda a pesquisa com a síntese das contribuições e das limitações dos estudos, sugerindo caminhos para a continuidade das investigações. Com esta pesquisa espera-se contribuir para a discussão e elaboração de políticas públicas para a preparação para velhice no Brasil.
Abstract:
The general objectives of this research were to identify the social representations of members of Municipal Councils of Rights of the Elderly (CMDIs) on the preparation for old age, as well as the context of enunciation of the representations, analyzing its structural aspects and identifying possible elements that make up the silent zone of these social representations. As specific objectives, we sought to identify the centrality index and compare the normative and counter-normative elements identified in the structure of social representations. The research articulated three studies: the first review and the last two empirical ones were based on the Theory of Social Representations. Initially, a literature review was presented on public policies for the elderly population. We carried out a survey of articles published in scientific journals indexed in national and international databases, without inclusion of temporal clipping, from the descriptors: public policies in the singular and plural, and still elderly or old age or aging in the English and Portuguese languages Brazilian. We selected 57 articles available in full in scientific journals, with peer and blind analysis, and that presented the search descriptors in the title. The contents of the articles selected were categorized into four knowledge themes: international theorists, international practitioners, national and practical national theorists. It was considered that the production and dissemination of knowledge about aging is relatively new in Brazil and should be encouraged. In addition, although it is agreed that the public policies for the elderly involve several dimensions, the health area predominates in the analyzed productions. In this way, we suggest a deeper understanding on the subject of preparation for old age in individual settings and in public policies. The second study sought to identify the social representations formulated in the counselors' discourses on the preparation for old age and its context of enunciation. Participants were 36 councilors from four municipalities in the western region of Greater São Paulo of both sexes, aged between 20 and 80 years. Data were collected using a sociodemographic questionnaire and semi-structured interview. The data were analyzed through descriptive statistics and the Descending Hierarchical Classification, with the support of the Statistical Package for Social Sciences (SPSS) and the Multidimensionnelles of Textes et de Questionnaires (IRAMUTEQ). The results pointed to the individual concern of preparing for individual and social care, for illness, for death, for resilience, for retirement, and it is also suggested to create programs to prepare for old age. In the collective sphere, the concern with longevity, quality of life and the difficulty of physical mobility that results in social isolation was highlighted. In understanding the context of the research, we identified the dynamics and guidelines for action in the CMDI. It was considered that although counselors have the function of supervising and regularizing effective public policies for the elderly population, they find it difficult to carry out their functions fully. The third study sought to identify the internal organization of the elements that compose the social representations of 72 participants of the research on the preparation for old age and on the CMDI itself, establishing the index of centrality and the possible elements that make up the silent zone of these representations. This time the research was carried out in CMDIs of six municipalities in the western region of Greater São Paulo. We used
the structural approach of social representations, analyzing evocations collected from the inductive terms: preparation for old age and municipal council of the elderly, by the technique of free recall of words hierarchical in normal situation and substitution. The data were analyzed by Prototypical Analysis, again with the support of the IRAMUTEQ software and the Centrality Index of Social Representations from Evocations (INCEV). The centrality on the preparation for old age in the health element in the normal situation and in the replacement situation was confirmed. It was also considered as a peripheral element overactivated. In the common periphery stood out the possibility of a silent zone that negativizes, does not accept and does not recognize the aging itself. In this scenario, although the CMDI is normatively a legal entity, the possibility of a zone changes it points as an inefficient, unknown, reporting body that needs better planning and reorganization to enforce the rights of the elderly public. It was considered necessary to promote the training of counselors, as well as the implementation of public policies that allow the full dedication of these actors in the cause of the elderly population. Finally, the final considerations of the entire research were presented with the synthesis of the contributions and the limitations of the studies, suggesting ways for the continuity of the investigations. With this research it is hoped to contribute to the discussion and elaboration of public policies for the preparation for old age in Brazil
