Resumo:
Esta tese tem como objeto de estudo a formação inicial de professores (FIP) em exercício no Curso de Licenciatura em Pedagogia da Universidade do Estado do Pará (UEPA) desenvolvida pelo Plano Nacional de Formação de Professores da Educação Básica (PARFOR) nas turmas de Belém, Marituba e Vigia, entre os anos de 2014 e 2020, períodos de ingresso e egresso dos Docentes Estudantes (DEs) ao Curso. Como ponto de partida debato as influências dos organismos internacionais (OI), como o BM e a OCDE, na definição das políticas formativas do professor até a materialização do Plano no âmbito da UEPA. A pesquisa objetivou compreender a formação de professores em exercício no Curso de Pedagogia/PARFOR/UEPA a partir da relação teórico-prática e do compromisso em preparar DEs críticos, emancipados para atuar no contexto social e educacional. Para tanto, o problema de pesquisa buscou responder se a mencionada formação contribuiu para a melhoria da prática pedagógica, das teorias a ela subjacentes e se tem preparado os DEs de forma crítica, emancipadora e transformadora para atuar no contexto sócio- educacional? A tese defendida é de que o Curso de Pedagogia/PARFOR/UEPA tem formado os professores em exercício das redes de ensino das turmas dos municípios de Belém, Marituba e Vigia obedecendo o modelo das políticas oficiais de FIP do Brasil ao estar em sintonia com as orientações dos OI, em destaque o BM e a OCDE, já que ocorre em serviço, de forma certificadora, intensificada e aligeirada, com ênfase na instrumentalização da atividade docente e esvaziamento da fundamentação teórica. Contudo, evidencio que, em certos momentos, o processo formativo fomentou em parcela dos DEs a postura crítica e leitura política da realidade material em que tal processo desenvolveu-se; bem como pelos debates e discussões realizados em sala de aula com alguns formadores não alinhados com a pedagogia tradicional ou racionalidade técnica. O estudo desenvolveu-se a partir do referencial teórico e metodológico ancorados na matriz crítica e sócio-histórica (TRIVIÑOS, 1987; GIL, 1991; SEVERINO, 2007; MARCONI e LAKATOS, 2003; KOSIK, 1976; VÁZQUEZ, 1977; GRAMSCI, 1982, 2001; PAIM, 2005; GIROUX, 1997; CONTRERAS, 2002; MESZÁROS, 2011; dentre outros) de abordagem qualitativa (BOGDAN e BIKLEN, 1994; GAMBOA, 1989, 2002) e análise documental (EVANGELISTA e SHIROMA, 2015; LUDKE e ANDRÉ, 1986), em que recorri às obras interfaceadas ao enfrentamento entre a política de FIP no cenário da sociedade brasileira e paraense na lógica do capital; além de documentos oficiais da política de FP no Brasil, estado do Pará, da UEPA e do Curso de Pedagogia/PARFOR/UEPA. As técnicas de pesquisa foram realizadas por meio de observações do pesquisador sobre processo ensino e aprendizagem do PARFOR; aplicação de 69 questionários com perguntas fechadas e abertas; 12 entrevistas semiestruturadas e submetidas à luz da análise de conteúdo em Bardin (2009) e Franco (2003). As observações durante os módulos formativos, os dados documentais e empíricos permitiram-me constatar ser o Curso de Pedagogia/PARFOR/UEPA uma iniciativa formativa emergencial que funde formação inicial e continuada (FIC) em um mesmo processo formativo; concilia as modalidades presencial e EaD de ensino; eleva o nível acadêmico dos professores em exercício nos anos iniciais de escolarização da rede pública paraense, historicamente excluídos de processos de FIP no âmbito do ensino superior público universitário e contribuiu para a melhoria da prática dos professores, configurando-se em potencialidades. Todavia, o Curso apresenta fragilidades de ordens administrativa (gestão), estrutural (espaço) e pedagógica (currículo), aliada às condições financeiras (financiamento) dos DEs para frequentarem e concluírem o Curso, constituindo-se em grande desafio para as instituições envolvidas a superação das adversidades.
Abstract:
This thesis focus on studying about initial formation of teachers carried out in Pedagogy Course of State University of Pará developed by the National Training Plan for Elementary Education Teachers in classes in Belém, Marituba and Vigia, between of 2014 and 2020, periods of entry and egress of the students in the course, who still are teachers in Elementary Education. As a starting point, we discuss the influences of international organizations (IO), such as BM and OECD, on the definition of teacher training policies until the materialization of the plan within the scope of State University of Pará. The research aimed to understand in-service teachers formation in the Pedagogy Course of State University of Pará in PARFOR Plan, from the theoretical-practical relationship and the commitment to prepare critical teacher, emancipated to act in the social and educational context. Therefore, the research problem aimed to answer whether the aforementioned training contributed to the improvement of the pedagogical practice, on the theories underlying it and whether it has been prepared the teachers in a critically, emancipating and transforming way to act in the social-educational context? The research shows the Pedagogy Course of State University of Pará in PARFOR Plan has trained in-service teachers in the teaching networks, in Belém, Marituba and Vigia Counties, following the model of official FIP policies in Brazil, being in line with the OI guidelines, in particular BM and OECD, since it occurs in a certifying, intensified and fast way, with emphasis on instrumentalizing the teaching activity and emptying the theoretical foundation. However, there is evidence, at certain times, the training process fostered in part of student-teachers a critical stance and a political reading of the material reality in which such a process developed; as well as the debates and discussions carried out in the classroom with some trainers who are not aligned with a traditional pedagogy or technical rationality. The study was developed on theoretical and methodological references based on critical and socio-historical matrix (TRIVIÑOS, 1987; GIL, 1991; SEVERINO, 2007; MARCONI and LAKATOS, 2003; KOSIK, 1976; VÁZQUEZ, 1977; GRAMSCI, 1982 , 2001; PAIM, 2005; GIROUX, 1997; CONTRERAS, 2002; MESZÁROS, 2011; among others) with a qualitative approach (BOGDAN and BIKLEN, 1994; GAMBOA, 1989, 2002) and documentary analysis (EVANGELISTA and SHIROMA, 2015; LUDKE e ANDRÉ, 1986), when I resorted to works interfaced to confrontation between FIP policy in the scenario of Brazilian and Pará society in the logic of capital; in addition to official documents of FIP policy in Brazil, State of Pará, of State University of Pará and Pedagogy Course of State University of Pará. The research techniques were carried out through the researcher's observations on the teaching and learning process of PARFOR; an application of 69 questionnaires with closed and open questions; 12 semi-structured interviews and submitted to the light of content analysis in Bardin (2009) and Franco (2003). During the observations in the training modules, the documentary and empirical data we could verify that the Pedagogy Course of State University of Pará in PARFOR Plan is an emergency training initiative that fuses initial and continuous training in the same training process; conciliates face-to-face and distance education modes; improves the academic level of teachers who teach at elementary education networks in public school in Pará, historically excluded of FIP processes within the scope of public university higher education and it contributed to an improvement the practice of teacher working, configuring in potentiality during the process of teaching-learning process. However, the Course presents weaknesses in administrative order (management), structural (physical space) and pedagogical (curricula), combined with the financial conditions (financing) of DEs to attend and complete the Course, it is a great challenge for the institutions involved in overcoming the adversities.
